In his opinion piece for the Lubbock Avalanche-Journal, former U.S. Assistant Secretary of State for African Affairs and former Ambassador to Ethiopia, Tibor Nagy, examines the renewed tensions in the Horn of Africa following Ethiopia’s 2024 Memorandum of Understanding with Somaliland. Drawing on decades of diplomatic experience in the region, Nagy frames the agreement as a pivotal geopolitical development with far-reaching implications.

He describes the Ethiopia-Somaliland MoU, under which Ethiopia would gain long-term maritime access in exchange for recognition of Somaliland, as a transformative shift in regional dynamics. According to Nagy, the deal directly challenges longstanding assumptions about Somalia’s territorial integrity and forces policymakers to confront political realities on the ground.

Nagy also warns of the dangers of escalating rhetoric. Somalia has denounced the agreement as a violation of sovereignty, raising concerns about possible armed confrontation. However, he argues that Ethiopia’s internal fragilities, including unrest in Amhara and Oromia and broader economic pressures, make a regional war both impractical and potentially disastrous.

The article strongly defends Somaliland’s case for recognition, portraying it as historically distinct and institutionally stable compared to southern Somalia. Nagy questions whether continued international insistence on a unified Somalia aligns with on-the-ground realities.

He concludes by suggesting that U.S. and African Union policies centered rigidly on territorial integrity may require reassessment, particularly as maritime security and Red Sea stability become increasingly strategic priorities.
