Khadar Ahmed Omar: "The Local Council's Motion Was Illegal, I Am Innocent of the Allegations

HARGEISAĀ (May 12, 2026) The former Deputy Mayor of Hargeisa, Khadar Ahmed Omar, has fiercely reacted to the joint dismissal of himself and Mayor Abdikarim Ahmed Mooge following an emergency session held by the Local Council on Tuesday. Khadar dismissed the allegations leveled against him as entirely baseless, placing the bulk of the blame squarely on the shoulders of Abdikarim Mooge, whom he accused of actively dividing both the council and the city.


In a press conference held shortly after his removal, Khadar Ahmed Omar extensively detailed his feelings regarding the sudden shakeup at the municipal headquarters. He expressed immense gratitude to the public, his supporters, and everyone who stood by him during his tenure in office.

Gratitude and Reflection

Khadar commenced his address with deep appreciation for the residents of Hargeisa and the wider Somaliland public. He reflected on his five years of service to the capital and recalled how the people of Hargeisa had initially united to elect them.

"I would like to thank all the people of Somaliland, especially my esteemed constituents in Hargeisa whom I have served for the past five years. I am deeply grateful to my invaluable supporters who have stood by me for so long, my friends both at home and abroad, and everyone who supported my ambitions, visions, and goals," Khadar stated.

He noted that when they were elected five years ago, they were chosen by a united populace and a united council, highlighting that he has always been a figure dedicated to maintaining cohesion and unity within the Local Council.

Rejecting Allegations and Attacking Abdikarim Mooge

The most heavily emphasized portion of Khadar Ahmed Omar's speech was his staunch rejection of the nine point motion used to justify his impeachment. He declared that he was entirely innocent of the charges and had never been given a fair opportunity to defend himself or see any evidence presented against him.


Instead, he pointed a direct finger at the ousted Mayor, Abdikarim Ahmed Mooge, accusing him of embracing those faults and introducing tribalism into the capital.

"I am speaking today about a motion that was not in accordance with the law and the allegations directed at the leadership. These are not faults that I bear, nor are they accusations I was given the opportunity to defend against, and they were never proven against me. Rather, these are allegations accepted and embodied by my brother Abdikarim (Mayor Mooge). The one who confessed to them is the one who bears them, and it is clearly against him. It was he who introduced tribalism to a city that elected him on a mandate opposing tribalism, and he is the one who accepted the charge of dividing the city and acting on tribal lines. I am not someone who shares those faults," Khadar said with emotion.

He further added that Abdikarim Mooge replaced his initial promise to resign with personal and tribal animosity. Khadar believes Mooge opted for an impeachment motion rather than a voluntary resignation specifically to prevent Khadar from assuming the role of acting mayor once Mooge vacated the seat. "That was the sole purpose of that session," he added.

Mayoral Ambitions and Denied Opportunities

Khadar Ahmed Omar confirmed that he harbored clear ambitions to lead the city of Hargeisa as its Mayor but was actively blocked from doing so.

"I demonstrated my ambition to lead this city, a united city with a united council. I was not given the chance to compete for that ambition and the city I desired; the opportunity was denied to me," he said.

Despite highlighting these obstacles, he maintained that during his tenure, he never worked to divide the public or damage the unity of Hargeisa. He noted that his role as a unifying figure was well known, but a new culture of what he termed "clique building" had recently overshadowed the council.

Messages to the Leadership and the New Administration

Continuing his address, Khadar sent a pointed message to the Minister of the Presidency, congratulating him but attaching a statement laden with political undertones:

"I congratulate my brother, Minister Khadar (Minister of the Presidency). I send him a special congratulation, but I say that the real victory is yet to come. You have won today, but the ultimate victory is still ahead."

Similarly, he sent a peaceful message to the President of Somaliland, who is currently traveling abroad, stating: "To the President of the Republic of Somaliland, I say, the motion is over, so Mr. President, return safely and in good health, God willing, to your country and your people who love you."


Finally, he commended the councilors he had worked with and wished success and good luck to the newly elected leadership, Eng Cabdirisaaq Maxamed Faarax (Wiiwaa) and Eng Aadan Jaamac Xaddi (Mideeye).

The Political Impact of the Event

This dismissal at the Hargeisa Local Government is not merely an administrative reshuffle; it exposes a deep seated struggle rooted in political influence, power sharing disputes, and internal friction among the Local Council members. Khadar Ahmed Omar's remarks clearly illustrate that the alliance, initially built on goodwill and a shared vision in 2021, has devolved into personal rivalries and political disjointedness. The weighty accusations Khadar leveled against Abdikarim Mooge highlight a picture of administrative failure that had been brewing within the municipal offices for some time, ultimately resulting in the removal of both officials.


Furthermore, Khadar's message to the Minister of the Presidency carries a strong implication that central government interference played a significant role in the execution and outcome of the motion. The phrase "the real victory is yet to come" can be interpreted to mean that Khadar is not stepping away from the political arena. Instead, he views this event as a temporary setback and anticipates a future reckoning during the upcoming local council elections.


Hargeisa has entered a new phase. The new leadership of Wiiwaa and Mideeye is taking charge of a city whose citizens are thirsty for basic services, while the members of its local council have grown deeply estranged from one another. The greatest challenge facing the new administration is not merely waste management and road construction, but rather how to restore public trust and heal the political wounds left behind by this highly contentious dismissal.
